- prepare the initial public PGXN release
- retarget the published extension version from the legacy internal `1.x`
  sequence to `0.1.0`
- add direct upgrade scripts from the legacy internal `1.0`, `1.1`, `1.2`,
  `1.0.0`, `1.1.0`, and `1.2.0` versions
- keep local PGXN package validation and release tooling in sync with the new
  public version
